McCain’s speech on the Senate floor (full text and video)

(CNN) “Mr. President:

“It is an honorific we’re nearly indifferent to, isn’t it. For that matter, presiding over the Senate can be a hassle, a bit of a ceremonial bore, and it is generally relegated to the more junior users of the majority.
“But as I stand here nowadays — looking a little worse pertaining to wear I’m sure — I have a rejuvenated appreciation for the protocols and traditions of this body, and for the other ninety-nine privileged souls who have been elected for this Senate.

“I are a member of the United States Senate for 30 years. I had another long, otherwise as long, career before I came here, another profession that was in a big way rewarding, and in which I had encounters and friendships that I revere. Yet make no mistake, my program here is the most important job I have got in my life. And I am therefore grateful to the people of Az for the privilege — for the recognition — of serving here as well as the opportunities it gives me to play a little role in the history of the country I really like.

“I’ve known and admired men and women within the Senate who played much more than the usual small role in our history, accurate statesmen, giants of American national politics. They came from both parties, and through various backgrounds. Their ambitions had been frequently in conflict. They held various views on the issues of the day. And so they often had very serious disagreements about how exactly best to serve the national curiosity.
“But they will knew that however sharp plus heartfelt their disputes, however willing their ambitions, they had an responsibility to work collaboratively to ensure the Senate released its constitutional responsibilities effectively. The responsibilities are important, vitally important, to the ongoing success of our Republic. And the arcane rules and customs are usually deliberately intended to require broad assistance to function well at all. The most adored members of this institution accepted the requirement of compromise in order to make incremental improvement on solving America’s problems and also to defend her from her adversaries.
“That principled mindset, and the service of our precursors who possessed it, come to mind once i hear the Senate referred to as the particular world’s greatest deliberative body. I am just not sure we can claim that distinction using a straight face today.
“I’m sure it was not always deserved in previous eras either. But I’m sure there have been instances when it was, and I was privileged in order to witness some of those occasions.
“Our deliberations today — not just our debates, but the workout of all our responsibilities — permitting government policies, appropriating the money to implement them, exercising our own advice and consent role — are often lively and interesting. They could be sincere and principled. But they tend to be more partisan, more tribal more of the period than any other time I remember. Our own deliberations can still be important and helpful, but I think we’d all concur they haven’t been overburdened simply by greatness lately. And right now these people aren’t producing much for the United states people.
“Both sides have let this occur. Let’s leave the history of who also shot first to the historians. We suspect they’ll find we all conspired in our decline — either simply by deliberate actions or neglect. We now have all played some role inside it. Certainly I have. Sometimes, I’ve allow my passion rule my cause. Sometimes, I made it harder to get common ground because of something severe I said to a colleague. Occasionally, I wanted to win more with regard to winning than to achieve a contested plan.
“Incremental improvement, compromises that each side criticize but additionally accept, just plain muddling through to nick away at problems and keep our own enemies from doing their most severe isn’t glamorous or exciting. It shouldn’t feel like a political triumph. Yet it’s usually the most we can expect from your system of government, operating in a nation as diverse and quarrelsome plus free as ours.
“Considering the injustice plus cruelties inflicted by autocratic government authorities, and how corruptible human nature could be, the problem solving our system does create possible, the fitful progress this produces, and the liberty and proper rights it preserves, is a magnificent accomplishment.
“Our program doesn’t depend on our nobility. This accounts for our imperfections, and gives a good order to our individual strivings which has helped make ours the most effective and prosperous society on earth. It really is our responsibility to preserve that, even if it requires us to do something much less satisfying than ‘winning. ‘ Even if we must give a little to get a small. Even when our efforts manage simply three yards and a cloud associated with dust, while critics on both edges denounce us for timidity, for the failure to ‘triumph. ‘
“I hope we are able to again rely on humility, on our have to cooperate, on our dependence on each other to understand how to trust each other again through so doing better serve individuals who elected us. Stop hearing the bombastic loudmouths on the radio stations and television and the Internet. In order to hell with them. They don’t want everything done for the public good. Our inability is their livelihood.
“Let’s trust each other. Why don’t return to regular order. We’ve been rotating our wheels on too many essential issues because we keep looking for a way to win without help through across the aisle. That’s an approach that is employed by both sides, mandating laws from the top down, without any assistance from the other side, with all the parliamentary maneuvers that requires.
“We’re getting nothing done. Many we’ve really done this year will be confirm Neil Gorsuch to the Great Court. Our healthcare insurance strategy is a mess. We all know it, those who assistance Obamacare and those who oppose this. Something has to be done. We Conservatives have looked for a way to finish it and replace it along with something else without paying a terrible political cost. We haven’t found it however, and I’m not sure we will. All of the we’ve managed to do is create more popular a policy that wasn’t extremely popular when we started trying to get rid of this.
“I the very best for the motion to proceed to enable debate to continue and amendments to become offered. I will not vote for your bill as it is today. It’s a cover of a bill right now. We all know that will. I have changes urged by the state’s governor that will have to be integrated to earn my support to get final passage of any expenses. I know many of you will have to see the costs changed substantially for you to support this.
“We’ve attempted to do this by coming up with a proposal in today’s world in consultation with the administration, after that springing it on skeptical users, trying to convince them it’s much better than nothing, asking us to take our doubts and force this past a unified opposition. We don’t think that is going to work in the end. Plus it probably shouldn’t.
“The Obama administration and congressional Democrats shouldn’t have forced through Our elected representatives without any opposition support a interpersonal and economic change as enormous as Obamacare. And we shouldn’t the actual same with ours.
“Why don’t we try the way of legislating in the Senate, the way in which our rules and customs motivate us to act. If this process leads to failure, which seem likely, after that let’s return to regular order.
“Let the Health, Education and learning, Labor, and Pensions Committee below Chairman Alexander and Ranking Associate Murray hold hearings, try to review a bill out of committee with efforts from both sides. Then take it to the floor for amendment plus debate, and see if we can complete something that will be imperfect, full of compromises, and not very pleasing to implacable partisans on either side, yet that might provide workable solutions to issues Americans are struggling with today.
“What have all of us to lose by trying to work together to get those solutions? We’re not obtaining much done apart. I don’t believe any of us feels very proud of our own incapacity. Merely preventing your politics opponents from doing what they want isn’t very the most inspiring work. There’s better satisfaction in respecting our distinctions, but not letting them prevent agreements that will don’t require abandonment of core concepts, agreements made in good faith that will help improve lives and protect the particular American people.
“The Senate is capable of that will. We know that. We’ve seen it prior to. I’ve seen it happen often. And the times when I was involved during a modest way with exercising a bipartisan response to a nationwide problem or threat are the proudest moments of my career, through far the most satisfying.
“This place is important. The task we do is important. Our unusual rules and seemingly eccentric methods that slow our proceedings plus insist on our cooperation are important. The founders envisioned the Senate since the more deliberative, careful body that will operates at a greater distance compared to other body from the public interests of the hour.
“We are an important check on the particular powers of the Executive. Our permission is necessary for the President to find jurists and powerful government authorities and in many respects to perform foreign policy. Whether or not we are from the same party, we are not the particular President’s subordinates. We are his the same!
“As their responsibilities are onerous, many plus powerful, so are ours. And we perform a vital role in shaping and leading the judiciary, the military, as well as the cabinet, in planning and helping foreign and domestic policies. Our own success in meeting all these amazing constitutional obligations depends on cooperation amongst ourselves.
“The success of the Senate is important towards the continued success of America. This particular country — this big, lively, brawling, intemperate, restless, striving, bold, beautiful, bountiful, brave, good plus magnificent country — needs all of us to help it thrive. That obligation is more important than any of our own personal interests or political affiliations.
“We would be the servants of a great nation, ‘a nation conceived in liberty plus dedicated to the proposition that all many men created equal. ‘ More individuals have lived free and prosperous life here than in any other nation. We now have acquired unprecedented wealth and strength because of our governing principles, also because our government defended those concepts.
“America made a greater contribution than any other country to an international order that has separated more people from tyranny plus poverty than ever before in history. We have been the best example, the greatest supporter and the finest defender of that order. We normally are not afraid. We don’t covet other’s land and wealth. We do hide behind walls. We infringement them. We are a blessing in order to humanity.
“What greater cause could we hope in order to serve than helping keep The united states the strong, aspiring, inspirational beacon of liberty and defender from the dignity of all human beings and their particular right to freedom and equal proper rights? That is the cause that binds all of us and is so much more powerful and valuable than the small differences that separate us.
“What a great honor and extraordinary possibility it is to serve in this body.
“It’s a freedom to serve with all of a person. I mean it. Many of you have provided in the last few days with your concern as well as your prayers, and it means a lot in my opinion. It really does. I’ve had a lot of people say such nice things about me personally recently that I think some of you’ll want me confused with someone else. I actually appreciate it though, every word, even though much of it isn’t deserved.
“I’ll be here for a few times, I hope managing the floor debate to the defense authorization bill, which, I am proud to say is again an item of bipartisan cooperation and rely on among the members of the Senate Equipped Services Committee.
“After that, I’m going home for some time to treat my illness. I have each intention of returning here plus giving many of you cause in order to regret all the nice things you mentioned about me. And, I hope, in order to impress on you again that it is a good honor to serve the United states people in your company.
“Thank you, fellow senators. ”
