President Trump issues order to ban transgender troops from service except in ‘limited circumstances’
Chief executive Donald Trump on Friday formally authorized the ability of the Pentagon in order to ban transgender individuals from signing up for the military, with limited exclusions, following through on a pledge he or she made last year.
“Among other things, the particular policies set forth by the Secretary associated with Defense state that transgender persons having a history or diagnosis of gender dysphoria — individuals who the policies condition may require substantial medical treatment, including medicines and surgery — are disqualified from military service except below certain limited circumstances, ” the memo released by the White Home on Friday night said.
Maj. Brian Eastburn, a Pentagon spokesman, mentioned the announcement of a new plan would have no immediate practical impact on the military because the Pentagon will be obliged to continue to recruit plus retain transgender people in accordance with present law.
But criticism came quickly through LGBT advocates and from the management of the Democratic Party.
The Human Rights Marketing campaign, the nation’s largest LGBT civil legal rights organization, accused the Trump management of pushing “anti-transgender prejudices on to the military. ”
“There is simply absolutely no way to spin it, the Trump-Pence Administration is going all in upon its discriminatory, unconstitutional and despicable ban on transgender troops, inch said HRC President Chad Griffin.
The Democratic National Committee released a declaration signed by Chairman Tom Perez, DNC LGBT Caucus Chair Earl Fowlkes, and DNC Treasurer Expenses Derrough, whom the DNC states was prevented from serving within the military because he is openly gay and lesbian.
“ This decision is an offend to our brave transgender service associates and all who wear our nation’ s uniform, ” the declaration reads. “Instead of fulfilling their oath to protect the American individuals, Donald Trump and Mike Pence are putting our nation’ s i9000 security at risk and shoving genuine American patriots back in the closet. inch
Home Minority Leader Nancy Pelosi, D-Calif., wrote, “This latest memorandum may be the same cowardly, disgusting ban the particular President announced last summer. Nobody with the strength and bravery in order to serve in the U. S. army should be turned away because of who they actually are. ”
Defense Secretary Rick Mattis in February sent Trump a memorandum laying out policies that will “in the exercise of their independent judgment” should be implemented with the Defense Department. The memo says, in part:
“ Based on the work of the Screen and the Department’ s best army judgement, the Department of Protection concludes that there are substantial risks connected with allowing the accession and preservation of individuals with a history or associated with gender dysphoria and require, and have already undertaken, a course of therapy to change their gender.
“Furthermore, the Department furthermore finds that exempting such individuals from well-established mental health, actual health, and sex-based standards, which usually apply to all Service members, which includes transgender Service members without sex dysphoria, could undermine readiness, affect unit cohesion, and impose a good unreasonable burden of the military which is mot conductive to military performance and lethality. ”
In July, Trump tweeted that the federal government “will not accept or allow transgender individuals to serve in any capability in the U. S. Military” : reversing a 2016 policy below President Barack Obama. The proceed captured the Pentagon simply by surprise.
“Our military must be focused on important and overwhelming victory and can not be burdened with the tremendous medical expenses and disruption that transgender within the military would entail, ” the particular president said at the time.
Trump’s push for that ban has been blocked by many legal challenges and the Pentagon started allowing transgender recruits to seek acceptance in January.
A 2016 study from the Rand Corp. estimated that almost 4, 000 transgender troops had been on active duty and in the supplies, Politico reported . But LGBT advocacy groups in the military put the find at around 15, 000, the particular report said.
